Mr Saxon is first referenced in Series 2's Love & Monsters. The Abzorbaloff is reading a newspaper which covers a poll featuring Mr Saxon, and then, in The Runaway Bride, the army recieves orders from a "Mr Saxon" to destroy the Racnoss Webstar on Christmas Eve, 2007.

In Smith and Jones, after Royal Hope Hospital is safely returned back to Earth, Martha is getting ready for her brother's birthday party when Mr Saxon is referred to on the radio. Later that same night, when Martha follows the Doctor down an alley, a 'Vote Saxon' poster (right) can be seen displayed on the wall behind her. Next, the Face of Boe's dying words to the Doctor in Gridlock are 'You are not alone', foreshadowing the Master's imminent return.

In The Lazarus Experiment, we discover that Mr Saxon's full name is Harold Saxon, and that Martha's mother, Francine, has been passed on dangerous facts about the Doctor. An agent working for Mr Saxon then arrives at her house in 42 to trace all of her calls to Martha in an attempt to find out more about him.

FobwatchIn Utopia, Professor 'You Are Not Alone' Yana opens his fob watch and his true Time Lord consciousness returns. The latest incarnation of the Master is born, and the Doctor, Martha and Jack become stranded at the end of the universe when he steals the TARDIS. In The Sound of Drums, the Master arrives on present-day Earth under the alias of Harold Saxon, using the hypnotic Archangel Network to force himself into the British government. When the Doctor, Martha and Jack arrive, they find the Master is the Prime Minister of the United Kingdom, and he soon reveals his true identity to the human race before his reign of terror begins.
